The artist was born in Verneuil Seine-et-Oise, France in 1892. Known as a painter, engraver, and lithographer, he also produced costumes and theater decorations. Perrot received his artistic training at the School of Fine Arts in Paris, where his instructors were Gabriel Ferrier and Francois Flameng. It was through them that he acquired a great technical mastery and a taste for a classic and often virtuoso painting. His early works were accepted at the Salon des Artistes Francais, of which he became a member in 1923.

The portraits he exhibited at the Salon quickly ensured him excellent clientele, but it was his nudes, often modest but always suggestive, that ensured his reputation. An excellent landscape painter, Perrot exhibited Breton landscapes and Parisian views with a full and fatty touch, in bright and assertive colors.

During the 1930s, he discovered Alsace whose landscapes appealed to him and he exhibited there regularly through the 1960s; especially the Galerie Huffel in Colmar.
